Time parameters

Time: Most of the Atlantis data is time-aligned to Start_UTC, which is 1 minute time resolution in integer seconds. The files that aren't aligned to Start_UTC are VOCsGCFID, which uses GCFID_Start_UTC / GCFID_Stop_UTC and ClNO2Cl2 which uses CIMStimewave.
